I'm not ready yet to do a full reaction post -- if I ever am -- but I did want to get down the following two scene excerpts.

First, from "Armageddon Factor":

The Doctor: We have the power to do anything we like. Absolute power over every particle in the universe. Everything that has ever existed or that ever will exist, as from this moment . . . are you listening to me, Romana?

Romana: Yes, of course I’m listening.

The Doctor (with menace): Because if you're not listening, I can make you listen. Because I can do anything. As from this moment there's no such thing as free will in the entire universe. There's only my will, because I possess the Key to Time!

Romana: Doctor, are you all right?

The Doctor (normal): Well of course I'm all right, but supposing I wasn't all right? This thing makes me feel in such a way, I'd be very worried if I felt like that about somebody else feeling like this about that.

And now, from "Waters of Mars":

The Doctor: The laws of time are mine, and they will obey me!

Time for the Doctor to get worried about himself feeling like this about that?

Oh, and just one quick reaction: I thought that was one of the best episodes of "Doctor Who" I have ever seen. RTD, let Ten's tenure go out on two more specials like that, and I will forgive you for the squilching mess that was "Last of the Time Lords" forever more.

The Doctor needs someone to stop him now. So, who do we know who's good at stopping Time Lords who've run mad and think they can do anything they like? Hmm...

Funnily enough, when I was watching it I was secretly wishing for Romana to come out of hiding (because she didn't die in the time War, oh no!) and slap some sense into him during that scene!

Oh, that would've been wonderful! Of course, Romana slapping sense into the Doctor is always a good thing. : )
